Like SDLT and LBTT, LTT is a staircase tax — you only pay each rate on the portion of the price that falls within that band, not the whole price at the top rate. First-time buyers pay these exact same rates, since Wales doesn't offer first-time buyer relief.

The additional property surcharge

Buying a second home, holiday home, or buy-to-let in Wales adds a flat 4 percentage points on top of the standard rates above — charged on the entire purchase price, not just the portion above a threshold.

What is LTT and how is it different from stamp duty?

LTT (Land Transaction Tax) is Wales's own version of stamp duty, replacing SDLT for Welsh property purchases since 2018. It works on the same staircase principle — you pay each band's rate only on the slice of the price within that band — but with different thresholds and rates set independently by the Welsh Government.

Do first-time buyers get LTT relief in Wales?

No. Wales abolished first-time buyer relief for LTT, so first-time buyers pay exactly the same standard rates as any other home mover. This is a key difference from England, Northern Ireland, and Scotland, all of which offer some form of first-time buyer discount.

How much is LTT on a £250,000 house in Wales?

£1,500 at standard rates — nothing on the first £225,000, then 6% on the remaining £25,000. If it's an additional property, add the 4% higher-rate surcharge on the full price (£10,000), bringing the total to £11,500.

What is the additional property surcharge for LTT in Wales?
